Flows Decree: what it is, how it works, and what changes in 2025

In recent years, the issue of legal immigration has become central to the Italian public debate. In this context, the Flux Decree represents one of the main instruments through which the state regulates the entry of non-EU foreign workers. But what exactly is it all about? And what does the Flussi Decree 2025 provide for?

What is the Flussi Decree?

The Decreto Flussi is a measure issued annually by the Italian government to determine how many non-EU citizens can legally enter Italy for subordinate, seasonal or self-employment purposes. The decree also indicates the labor sectors allowed, the countries of origin, and the criteria for selection.

The goal is twofold: on the one hand, to respond to the demand for labor in certain key sectors (such as agriculture, construction, tourism, family assistance); and on the other, to provide a legal channel of entry for those seeking employment opportunities in Italy.

Main changes in 2025

The Flows Decree 2025, published in the Official Gazette at the beginning of the year, introduced some important new features:

  • Increased entry quota: compared to previous years, a significant increase in the number of workers admitted has been planned. We are talking about more than 150,000 entries, distributed among seasonal, non-seasonal subordinate and self-employed labor.

  • Priority sectors: more attention is paid to sectors suffering from labor shortages, such as agriculture, construction and tourism. Provided a fast track for those who have already worked regularly in Italy in the past.

  • Simplified procedures: digitization of applications and faster clearance times, with the aim of reducing bureaucracy and facilitating the matching of supply and demand.

  • Training in the countries of origin: strengthened vocational and language training programs in the countries of origin, to encourage the integration of workers even before arrival.

Why it matters.

The Flows Decree is a pillar of regular immigration management. At a time when the Italian labor market faces structural shortages in several sectors, this measure allows employment gaps to be filled in a planned and legal way.

It also offers a concrete response to the need to control migration flows, combating undeclared work and promoting social inclusion.
